We are representing a not-for-profit healthcare system serving patients in multiple states in their search for a Chief Compliance & Privacy Officer.

Initial Expectations:
• Develop collaborative relationships with members of the Board, Executive Team, counterparts, direct reports and external compliance consultants; build a strong level of trust for the Chief Compliance and Privacy Officer role through communication, shared accountability and consistency in action
• Utilize existing compliance and privacy risk assessment to establish a clear and methodical work plan to continue compliance and privacy program improvements; identify any additional gaps
• Continue to implement existing Compliance Education Work Plan and Compliance Audit Work Plan

Responsibilities:
• Reporting administratively to the VP, Legal Officer and General Counsel with indirect reporting to the Executive Compliance Committee and the Board Audit and Compliance Committee, managing a team of three direct reports
• Develop, prepare and implement policies and procedures that establish standards for compliance, providing specific guidance staff under the guidance of the Executive Compliance Committee and Board Audit and Compliance Committee
• Provide a leadership role in and direction to the Executive Compliance Committee and Board Audit and Compliance Committee, assuring organization-wide program growth and development to meet evolving regulatory and operational environment, including current and effective policies and procedure review, education, Board education and engagement
• Ensure that risk assessments are conducted with compliance work plans created and effectively implemented; Regularly review, revise and improve compliance work plans, and implement and modify any necessary changes
• Develop mechanisms for communicating changes in laws and regulations or changes in the Code of Conduct to affected individuals; work with directors to develop mechanisms for preventing, detecting and remediating compliance issues
• Maintaining, updating as appropriate, educating and monitoring record retention policy and schedule compliance
• Identify weaknesses in internal controls and make recommendations for improvement
• Responsible for coordinating Health Information Portability and Accountability Act (HIPAA) and other privacy concerns, issues or reported violations, and any required inquiries and documentation
• Maintaining a confidential/anonymous reporting system, including a telephone help line to allow reporting of suspected noncompliance or incidents of fraud and abuse, and adopting procedures to protect anonymity and protect complainants
• Development and implementation of monitoring, auditing and other detection mechanisms for identifying occurrences of noncompliance or fraud and abuse
• Assist financial and revenue cycle management in internal compliance review and monitoring activities
• When advisable, secure opinions of outside consultants and legal counsel regarding business conduct issues in
conjunction with the Executive Compliance Committee and Board Audit and Compliance Committee
• Serve in a leadership role for the Information Privacy and Security Committee and subject matter expert regarding privacy
• Oversee all aspects of release of protected health information to ensure full coordination and cooperation under policies and procedures and legal requirement

Qualifications:
• Essential Education: JD; Desirable Certification: Healthcare Compliance Certification, e.g. CHC
• You will bring several years of leadership level healthcare regulatory and compliance experience or appropriate healthcare regulatory and legal experience from a law firm or consulting background
