The County of Los Angeles is one of the largest local governments in the United States, serving nearly 10 million residents with a workforce of more than 100,000 employees. Following a voter-approved charter amendment, the County is establishing its first-ever independent Ethics Commission and a new Office of Ethics Compliance to oversee campaign finance, lobbying, conflict-of-interest, and governmental ethics laws across all County departments.

Responsibilities:

  • Lead the Office of Ethics Compliance; hire, train, supervise, and evaluate a multidisciplinary team covering investigations, audit, training, and policy
  • Report to and receive direction from the Ethics Commission; plan and manage the Commission’s public meetings in coordination with the Commission President
  • Develop, implement, and maintain a comprehensive countywide ethics and compliance program consistent with legal requirements and best practices
  • Direct investigations, audits, and enforcement of the campaign finance, lobbying, conflict-of-interest, and governmental ethics laws within the Commission’s jurisdiction
  • Advise the Ethics Commission, Board of Supervisors, and County leadership on the Political Reform Act, relevant Government Code provisions, and County ordinances; oversee the preparation of advice and opinion
  • Oversee disclosure filings, including Form 700 statements of economic interests and financial interest review
  • Establish and manage confidential reporting channels, including an ethics hotline and whistleblower program
  • Conduct ethics risk assessments; develop policies, procedures, and standards to prevent misconduct
  • Design and deliver ethics training for employees, managers, elected officials, and contractors, plus campaign finance and lobbying training for candidates, committees, and lobbyists
  • Manage the Office’s budget and fiscal controls, and advocate for the resources the Office needs
  • Partner with County Counsel, the Auditor-Controller, Human Resources, and external oversight agencies; prepare reports and briefings for the Commission and Board
  • Monitor legal changes and lead outreach that builds a culture of ethics and integrity across the County

Requirements:

  • Essential: Bachelor’s degree – Master’s degree or JD highly desirable
  • Progressively responsible experience in ethics compliance, public integrity oversight, investigations, or regulatory enforcement, including leading an ethics or compliance program or conducting complex investigations into ethics, fraud, or misconduct
  • Experience in a large, complex public-sector organization highly desirable
  • Proven ability to lead multidisciplinary teams, set strategy, and drive organizational change
  • Executive-level communication; able to present effectively to commissions, elected officials and the public
  • Sound judgment and the highest degree of discretion in handling sensitive and confidential matters
  • Professional certification such as CCEP, CFE, or CIA a plus
