Head of Compliance, Healthcare, San Francisco, CA

We are representing a not-for-profit state-wide healthcare agency in their search for a Head of Compliance.

Expectations first 12 months:

  • Identify key areas of compliance program improvement, initiate strategy and implementation of a streamlined and uniform enterprise wide program
  • Spearhead the development, communication, implementation, and oversight of effective operational compliance system
  • Grow and configure a talented and capable compliance team via coaching and mentoring
  • Establish valued key partnerships with programs and departments across the state
  • Finalize the process of standardizing systems between Northern and Southern California

Responsibilities:

  • Reporting to the Chief Operating Officer, managing a team of twelve and ensuring a robust, efficient and sustainable program which is compliant with relevant regulations, policies, and procedures
  • Ensure there is an active approach to reduce the operational risk profile of the organization, reviewing internal and external risk assessment reports, creating and executing a plan, and monitoring effectiveness
  • Develop and maintain a written corporate compliance plan and an annual evaluation of the plan’s effectiveness
  • Serve as the primary stakeholder and designated liaison for senior regulatory interactions
  • Monitor performance of the compliance program and relates activities on a continuing basis, taking appropriate steps to improve its effectiveness as requirements evolve
  • Identify potential areas of compliance vulnerability and risk; develop/implement corrective action plans
  • Respond to alleged violations of compliance-related rules, regulations, policies, procedures, and Standards of Conduct by evaluating or recommending the initiation of investigative procedures
  • Ensure proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate and/or required
  • Responsible for overseeing compliance monitoring of our health care practices, billing, documentation

(including Medicare and Medicaid), and internal control systems/procedures

  • Create and foster a culture of transparency and support for whistleblowers and suspected fraud reporting
  • Supply guidance and educational programs to improve understanding of laws and regulatory requirements
  • Provide reports and actionable metrics on a regular basis, and as directed or requested, to keep the

Corporate Compliance Committee of the Board informed of the execution and progress of compliance efforts

  • Responsible for all patient/client records and that they are maintained according to specific regulations (i.e., HIPAA & 42 CFR Part 2)
  • Consult with outsourced attorneys to resolve difficult legal issues related to operational risk

Requirements:

  • Essential Education: Bachelor’s degree; Desirable Education: Masters or JD
  • Compliance Experience: You must bring significant primary care or behavioral healthcare compliance and leadership experience, including demonstrable exposure to improving and streamlining compliance programs
  • Experience should include exposure to HIPAA, CMS, team training and development and regulatory liaison
